As visa category 491,regregional occupational list (ROL) , i would like to apply for dentist/ dental hygienist . I still preparing for ielts. Already i have reached 55 points with my qualifications. Can i get a chance to apply?(because there are additional 15 points for ROL in Australia )

I completed the EOI for Vısa491 Pathway2 but I am stıll thınkıng that my partner is an architect and she is in the occupation list that is shown in this link “https://immi.homeaffairs.gov.au/visas/working-in-australia/skill-occupation-list”. There is also NSW skill lists for Pathway 2 in that link “https://www.nsw.gov.au/visas-and-migration/skilled-visas/nsw-skills-lists” and her occupation is not in this list. When completing EOI, the form referred to immi occupation list but I am still confused. Which list should I consider for partner skill points?
I Got more than 55 score and over all 59 in PTE Exam. Based on my point calculation on your site, i got 65 point without any addition points for ROL in Australia. So can I apply for 491 Visa Application?

Now again, I will have to give the IELTS or PTE for PR?
If yes, so how much minimum bands will be required to file a PR?
